APPLICATIONS FOR THE APPOINTMENT OF THE MALTA COUNCIL FOR THE VOLUNTARY SECTOR
In terms of Act Number XXII of 2007, as amended by Act VII of 2015, XXXI of 2018 and XXXVI of 2018, to regulate voluntary organisations and their administration; the Minister for Inclusion, Voluntary Organisations and Consumer Rights, the Hon. Julia Farrugia Portelli, is inviting applications for the appointment of the Malta Council for the Voluntary Sector according to section 35 of the Act.
The Council shall be appointed for a term of three years and shall be composed of a Chairperson and another ten members. Out of these eleven members one (1) member shall be appointed by the Minister to represent the Government; four (4) members shall be appointed by the Minister from among the voluntary sector in order to represent voluntary organisations (A); and six (6) members shall be elected directly by the voluntary sector (B).
(A) The four members appointed by the Minister from among the Voluntary sector as follow:
(a) one (1) member to represent founders of and donors to voluntary organisations;
(b) one (1) member to represent members of voluntary organisations and volunteers;
(c) one (1) member to represent administrators of voluntary organisations; and
(d) one (1) member to represent foreign and international organisations.
Provided that there is more than one nomination representing a particular sector, the Minister shall appoint such members from among the nominations received.
Where no nominations are received, the Minister shall appoint such members at his discretion.
(B) Six members elected directly by the voluntary sector to represent the following sectoral groups:
(a) one (1) member from the Social and Humanitarian Sector;
(b) one (1) member from the Health and Special Needs Sector;
(c) one (1) member from the Education, Youth and Sport Sector;
(d) one (1) member from the Environmental Sector and the Animal Welfare Sector;
(e) one (1) member from the Arts and Culture Sector; and
(f) one (1) member from the Non-Governmental Organisations Sector in Gozo.
A person shall not be qualified to be appointed as a member of the Council if such person:
- is a Judge, a Magistrate, a Member of the House of Representatives or a Local Council, or a candidate for election to the House of Representatives or a Local Council; or
- is legally incapacitated or interdicted; or
- has been declared bankrupt or has made a composition or arrangement with his creditors; or
- has been convicted of a crime affecting public trust or theft or fraud, or of knowingly receiving property, obtaining by theft or fraud, a crime affecting the good order of the family or of an offence against this Act.
Voluntary Organisations enrolled with the Commissioner for Voluntary Organisations may nominate both a nominee for Section A (to be appointed by Minister) as well as a nominee under Section B (to be elected by VOs). Voluntary Organisations may nominate a person for election under the same sectoral grouping which has been advised and confirmed.
Nominations from voluntary organisations, indicating under which of the above sections the nominations are being made, as well as a Curriculum Vitae (CV) of the nominee, will be received by the Commissioner for Voluntary Organisations by Friday 18th November 2022.
